Sam Arora, District 19 NativeMy name is Sam Arora, and I want to have a discussion about what is happening in our community. Our area is a wonderful place to live, and I count myself lucky to have lived and gone to school in Silver Spring and now live in Derwood, where I grew up.  But I think everyone who has lived in District 19 for a while knows that we still face many of the same challenges that we have known for years—challenges like maintaining excellence in public education, taking care of our seniors, and securing our energy future. On top of that, the state is in major financial trouble. It is going to be harder than ever to solve our problems—I am under no illusion of that—but they are not going away. They are just getting bigger and demand more creative solutions. And so it is time to look at these challenges in a different way. I want the community I grew up in to tackle tough challenges and be a better place for our families.

CAMPAIGN NEWS

Special Session Update

Today the Maryland General Assembly concluded a three-day special legislative session, in which we averted radical funding cuts that would have severely hurt Montgomery County and the entire state.

As you may recall, in the final hours of the regular legislative session in April, parts of the budget package failed to win passage before the legislature was constitutionally required to adjourn. Had we not acted, this would have triggered the so-called “doomsday budget”—a budget predicated upon devastating cuts to education, jobs, and services for those who most need them. The effect of those cuts would have been a body blow to Montgomery County’s students, seniors, and those in greatest need of services.

Rockville-to-Wheaton Bus Rapid Transit Study

State and County planners are studying a proposed Bus Rapid Transit route along Viers Mill Road, which would connect the Rockville and Wheaton Metro stations and make our county easier to live, work, and play in. Here is some more information about the study and an upcoming meeting about the project on May 23.

Information on Proposed Tax and Supplemental Budget Changes

Many people have contacted me to inquire about the legislation the General Assembly is taking up during the special session this week. In essence, the Assembly will be voting on some version of a revenues package as well as a number of cuts and budget restructuring. The latter comes in a bill known as the Budget Reconciliation and Financing Act (BRFA).

Here is some background information on the bills that was put on our desks in Annapolis yesterday:

Delegate Sam Arora today applauded Governor Martin O’Malley’s announcement the Corridor Cities Transitway (CCT) project would be moving forward and submitted to federal authorities to begin the engineering process. Governor O'Malley announced that the locally preferred alternative for the Corridor Cities Transitway (CCT) will be Maryland’s first Bus Rapid Transit system operating along a 15-mile north-south corridor from the Shady Grove Metrorail station (partly in Delegate Arora’s legislative district) to the COMSAT facility near Clarksburg in Montgomery County.

Meeting on Georgia Avenue & Randolph Road Interchange Project May 15

The intersection of Georgia Avenue and Randolph Road (mixed with the nearby Georgia-Layhill intersection) has got to be one of the worst intersections in all of Montgomery County. If you, too, are interested in the future of this major intersection in the heart of Glenmont, pease join the State Highway Administration (SHA) from 6p-8p on May 15 at Wheaton High School for an important planning meeting on the future of this intersection.

Here is the email announcement from SHA:

Update from the House Judiciary Committee

Here is an update from the House Judiciary Committee to members of the Maryland Bar on notable accomplishments during the 2012 Legislative Session:

Dear Members of the Maryland Bar:

We have prepared a list of passed legislation from the 2012 Legislative Session of the General Assembly that may be of interest to you. A chapter number (“Ch.”) indicates that the bill has been enacted. A bill passed, but not yet enacted, is still subject to a veto by the Governor. Please note that most of the legislation will not become effective until later this year.

Delegate Arora Votes to Stop the Pension Shift

During a marathon legislative session that included debate on the proposal to shift a significant portion of the public school teachers pension obligation on to local jurisdictions like Montgomery County, Delegate Arora and four other Montomgery Delegates voted to strip the shift out of the supplemental budget package.  MarylandReporter reported on March 23:

In a nearly 11-hour session, the House of Delegates fended off proposals to level fund the fiscal 2013 budget, block shifting teacher pension costs, and eliminate an income tax hike. . . .

ABC 7 News: 'Flash blinding' pilots becoming growing, dangerous trend (VIDEO)

ABC 7 (WJLA) News tonight reported on the growing threat to aircraft--people using laser pointers that "flash blind" pilots in flight--and about Delegate Sam Arora's efforts to stop it. Del.
